It is said so that when one look at greenery, the eye would 'relax'. That's because nowadays people are too busy doing their work, using the computer and staring at the screen. The eyes become 'stress' as it keeps fousing on objects that are near.
Therefore, we need to let our eyes relax by looking at something far away. You can actually feel your eyes adjusting to the distance of the object. For example, read a newspapers and then look at something that is at a distance away.
Trees/sea are located at a far distance, therefore it is said for eye relaxation.
